Claimant says:
"I looked at a unit at Marnice Apts. filled out an application that day 5/29/14 the following day I received a call that my application was approved and to call him back I called (Kyle) back and he told me he rented the unit. He informed me I could move into an apt at Candlewood where the deposit was 875 and I could look at the unit the following day 5/30/14 So I met with him the following day and paid a 400 holding fee. He told me I couldn't get my money back between the 1st and the 12th of June. While I was waiting for HOUSING approval it failed inspection 3 times. I called to let him know after the 12th. I was not interested in renting the unit due to safety and unsanitary conditions and I wanted my money back. He told me that I could not have my money back that the paper I signed did not say my money was refundable in any way. After talking to the manager Lou ann she told me also the holding fee was not refundable."
