A.Non Y. says: I stopped by Yosif's Tires on E. Ledbetter (14 Jun 2022) for a state mandated annual vehicle inspection. As the State Licensed Inspector was was walking to my car he told me, "I can tell you now, you're going to fail because of the crack in the windshield."
I stated, "It's my understanding that cracked windshields are not an item that will fail the TX Inspection."
He responded that it was and impacted "safety." He then said he could pass it for $80 (eighty dollars).
The State mandated annual inspection fee for a regular passenger vehicle is $25 and this thief wanted to charge me $80!
I didn't tell the thief that I owned a national car repair facility in Texas for 10 yrs (Which I sold before the economy tanked.) and that I know (as a fact) darn well what is required by the State of Texas and when some thief is trying to play me.
I declined to line his pockets and I left. I went farther down the street and found a corporate chain gas station that inspected my vehicle (cracked windshield and all) without any issues, for $25.
The guy doing inspections at Yosif's Tires at 337 E Ledbetter Dr., 75216 is a thief charging Texans much more than the State fee for nonsense he makes on at his whim.

Section 4.20.36 Windshield Wipers - it clearly states, "The windshield is not an item of inspection."

4.5.2 INSPECT EVERY PASSENGER CAR AND MOTOR HOME UNDER 80 INCHES WIDE FOR:
*Check for evidence of Financial Responsibility/CNG tank expiration (if equipped) and/or documentation; Horn/Windshield Wipers/Mirror/Steering/Seat Belts/Brakes/Tires/Wheel Assembly/Exhaust & Emissions System/Beam Indicator/Tail Lamps/Stop Lamps/License Plate Lamp/Rear Red Reflectors/Turn Signal Lamps/Head Lamps/Motor, Serial, or Vehicle Identification Number/Window tinting or coating/Gas Caps on gasoline powered vehicles.
