I am Senior Attorney with more than 30 years’ experience in federal contracting. I have focused on construction and all kinds of pre-and post-award procurement. My strengths include leadership, persuasion, innovation, and problem solving. In addition, I have specific expertise in the legal aspects of a large architect/engineering concerns, including:

● Bid Protests ● FAR & DFAR Contracts ● A/E, Construction, Service & Supply Contracting
● Claim Prevention & Resolution ● Related Regulations ● Management (Chief Counsel)

I have spent the majority of my career with the Army Corps of Engineers, but have also worked with other federal agencies and in private practice. I am a results-oriented professional who has an exceptional track record of minimizing legal challenges and enhancing the success of my employers.

I earned my Juris Doctorate from Widener University School of Law, and a Bachelor of Business Administration from the Fox School of Business at Temple University. I am admitted to practice law by the Pennsylvania Supreme Court, the United States Supreme Court, the United States Court of Appeals for the Third Circuit, and the United States District Court for Eastern District of Pennsylvania. In addition, I have a Secret Security Clearance.

I was very effective in advising and counseling members of the executive leadership and members of all levels of the District’s staff in performing my varied legal duties and trial work. I enjoyed being a member of the District’s executive leadership while I was Acting District Counsel of the District.

Representative awards and accomplishments include:

▪ Only attorney to receive the Philadelphia District Outstanding Achievement Award for exceptional legal performance.
▪ Only one small claim ($750,000) on the C2CNT (Command Control/Communication Network Transport) which was a $102 million construction project that resulted in litigation. No claims resulted in litigation from any other Philadelphia District projects.
